President Murmu Gives Nod to Tougher Anti-Paper Leak Law, Faster Investigations Expected

President Droupadi Murmu has given her assent to the Public Examinations (Prevention of Unfair Means) Amendment Act, strengthening India’s legal framework against examination paper leaks and organised cheating.

The move comes amid growing concerns over repeated irregularities in competitive examinations that have affected millions of aspirants across the country.

The amended law aims to speed up investigations, enhance coordination between central and state agencies, and impose stricter penalties on those involved in paper leak rackets, impersonation and the use of unfair means during public examinations. Officials say the legislation is intended to protect the integrity of recruitment and entrance examinations while restoring public confidence in the system.

The Centre has maintained that recurring paper leaks not only disrupt recruitment processes but also undermine the future of deserving candidates. The new provisions are expected to help law enforcement agencies identify organised networks more quickly and ensure that investigations are completed within a defined timeframe.

The legislation follows a series of high-profile examination controversies, including alleged paper leaks in recruitment and entrance tests across several states. Those incidents triggered widespread protests by students and prompted demands for stronger legal safeguards against examination fraud.

With the President’s approval, the amended law will now come into force after the necessary government notification. The Union government has stated that it will work closely with states and examination authorities to ensure effective implementation.Education

Education experts believe the success of the legislation will ultimately depend on strict enforcement, timely investigations and transparent conduct of future examinations.
