Bhubaneswar: Odisha Police has begun an advance review of security and law-and-order arrangements ahead of the festival season. The review covers serious crime, road safety, narcotics, cybercrime and the progress of criminal investigations across districts under the Central Range.
A high-level meeting was held at the State Police Headquarters on Tuesday morning under the chairmanship of State Armed Police Director General Vinayak Tosh Mishra. District SPs from the Central Range attended the meeting and discussed the situation in their respective districts.
The timing of the review comes as police prepare for a period of heavier public movement. Festivals bring larger gatherings, crowded markets and increased traffic. These conditions can put additional pressure on police forces already dealing with regular crime and other public-safety concerns.
The DGP reviewed the overall law-and-order situation with the district SPs. Murder, theft, dacoity and robbery were among the serious crimes discussed during the meeting.
The focus on these offences is significant because festival security cannot be separated from regular crime control. While police prepare for crowds and public events, they also have to ensure that serious criminal activity does not receive less attention.
Road safety was another key concern. The meeting reviewed measures to reduce deaths caused by road accidents, an issue that becomes more important when travel increases during the festival period.
More vehicles and larger crowds can create additional pressure on busy roads. Traffic management and enforcement will therefore form an important part of keeping the festival season safe.
Narcotics enforcement was also discussed, with the police leadership reviewing steps towards the goal of a “Drug-Free Odisha”. The focus comes as police continue efforts against drug-related offences and the networks involved in the illegal supply of narcotics.
Cybercrime was also part of the review. Online fraud and other digital offences can affect victims across districts, while those responsible may operate from outside the area. That makes investigation and coordination a growing challenge for police.
The DGP also discussed the pace of criminal investigations and the need to file chargesheets within the stipulated timeframe. The meeting further reviewed measures aimed at improving conviction rates.
The emphasis on investigations is important because policing does not end with an arrest. Evidence has to be properly collected and documented before a case reaches court. Delays or gaps in investigation can affect the progress of a case.
There is also recent festival-season experience behind the need for advance planning. During Durga Puja in 2024, police in the Bhubaneswar-Cuttack Commissionerate made extensive security and traffic arrangements for large gatherings.
The following year, Cuttack witnessed violence during a Durga Puja immersion procession, after which curfew was imposed and internet services were suspended in parts of the city.
The 2025 incident is not evidence of any specific threat this year. But it shows why festival security in Odisha can require more than routine deployment, particularly when large gatherings and processions are involved.
That makes the latest review more than a routine meeting. The police leadership is looking at the wider pressure that the festival season can bring, from crowd and traffic management to serious crime, drugs and cyber offences.
The police update does not identify any specific threat for the coming festival season. It also does not provide details of additional personnel, sensitive locations or special restrictions. Such arrangements may be announced separately by the state police or district administrations.
The immediate task now will be for district police to turn the priorities discussed at the headquarters into local plans. How effectively those preparations are carried out will matter once festival activity begins to increase across the state.
