New Delhi, India: Elon Musk has renewed his pitch for Starlink in India, saying the satellite internet service could help people in parts of the country that remain poorly served by conventional networks, particularly in rural areas.
Musk made the comment on X while responding to a post about India’s connectivity gap. The post cited figures showing that more than 11,000 listed villages had no 4G coverage as of May and pointed to the continuing difference between rural and urban internet access.
The comment comes at an interesting time for Starlink. The company has again applied to India’s space regulator, IN-SPACe, for approval of its next-generation satellite constellation. The reported application includes direct-to-device technology, which is designed to allow compatible phones to connect with satellites without relying on a conventional mobile tower.
That is where the idea becomes particularly relevant for India.
In a city, losing mobile coverage for a few minutes can be an inconvenience. In a remote village, the absence of a reliable network can affect much more—access to online education, digital payments, government services, telemedicine and even basic communication.
India has made substantial progress in expanding internet access. Government data shows that satellite communication can be particularly useful in areas that are difficult to reach through fibre, towers and other terrestrial infrastructure. The Department of Telecommunications specifically identifies rural, remote, border, coastal and mountainous regions as potential beneficiaries of satellite-based connectivity.
But Starlink still has a considerable distance to cover before Musk’s suggestion becomes a service people in those villages can actually use.
The company already has a Unified Licence authorisation for GMPCS services in India, but commercial operations also depend on other regulatory, spectrum and security requirements. Its renewed application for the Gen 2 constellation is therefore an important step, not an announcement of a launch date.
There is also the question of cost. Connecting a remote village technically is one thing; offering a service that an ordinary rural household can afford is another. Satellite internet will have to compete not only with existing telecom networks but also with India’s continuing expansion of fibre and mobile infrastructure.
The technology itself is changing quickly. Traditional Starlink service uses a user terminal to communicate with satellites. Direct-to-device technology aims to remove some of that dependence by allowing compatible smartphones to communicate with satellites directly. If deployed at scale, that could be useful in places where building a complete terrestrial network is difficult.
For now, however, Musk’s comment remains a proposition rather than a promise.
India’s connectivity story is already being built through fibre, mobile networks and government programmes. Starlink could eventually become another part of that system, particularly in the places where the ground network struggles to reach.
Whether it does will depend less on the statement made on social media and more on what happens next inside India’s regulatory process.
