New Delhi: A political dispute over a purification ritual in Haldwani has now turned into a legal confrontation, with Uttarakhand Police registering an FIR against Leader of Opposition Rahul Gandhi.

The case was registered at Haldwani Kotwali in Nainital district following a complaint by Amit Kumar, who identified himself as a member of the Valmiki community. Haldwani City Superintendent of Police Manoj Kumar Katyal confirmed that an FIR had been registered and said the matter was under investigation.

The complaint relates to remarks Gandhi made about a purification ritual reportedly held at Ramlila Ground in Haldwani after a Congress programme attended by party president Mallikarjun Kharge.

The controversy began after a Congress rally addressed by Kharge at the venue on August 8. A purification ritual, described as a shuddhikaran havan, was reportedly conducted at the ground a few days later.

Gandhi criticised the ritual and described it as connected to untouchability and discrimination against Dalits. He subsequently called for an FIR against those responsible and asked Prime Minister Narendra Modi to take action.

The complaint against Gandhi takes a different view.

The complainant has alleged that Gandhi gave a caste-based interpretation to the ritual and made statements that wrongly portrayed the people involved. The FIR includes provisions of the Bharatiya Nyaya Sanhita and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act.

The case has quickly become a political issue.

Congress has rejected the allegations against Gandhi and accused the BJP of using the police case to target the Opposition leader. The party has said it will respond through democratic and legal means and has announced protests over the FIR.

The BJP, meanwhile, has disputed the Congress’s description of the original ritual. Uttarakhand Chief Minister Pushkar Singh Dhami has said that those who conducted the havan were not BJP workers and has rejected the Congress’s allegations.

That leaves two competing versions of what happened.

Congress says the ritual was an act of caste discrimination following Kharge’s rally. Those defending the ritual reject that interpretation and say Gandhi’s comments wrongly gave the incident a caste angle.

The police case does not establish guilt. The allegations will have to be examined through the investigation and subsequent legal process.

For now, the political dispute has moved beyond public statements and into the legal system.

Gandhi had demanded action over the Haldwani incident. He is now himself facing an FIR over his comments about it.

The investigation by Uttarakhand Police will determine what further action, if any, follows from the complaint.

The controversy is also likely to remain a political flashpoint, with Congress preparing to raise the issue nationally while the BJP continues to challenge the Opposition’s account of the original incident.
